About BARC

BARC stands for Bhutan Animal Rescue & Care, a nonprofit organization formally registered as a civil society organization in Bhutan in June 2013. We operate a full-service animal rescue center, providing 24/7 emergency response, veterinary care, and permanent sanctuary for animals that cannot be released back into the wild.

Bhutan is the only country that measures success by Gross National Happiness rather than GDP, and whose Buddhist ethics extend compassion to all sentient beings. Yet there is no national infrastructure for animal welfare here.

BARC is located about 45 minutes from the capital city of Thimphu, Bhutan, where we operate the Center for Animal Happiness, a rescue and treatment center. Our mailing address is P.O. Box 120, Tshaluna, Thimphu, 11001. Visitors are welcome to contact us to arrange a tour of our facilities.

Marianne Guillet began rescuing animals in Bhutan in 1997. BARC was formally registered as a nonprofit in 2013. The organization grew from her personal efforts into a registered civil society organization serving all of Bhutan.

BARC was founded by Marianne Guillet and Hendrik Visser, who have lived in Bhutan since 1997, together with close friends and supporters. Marianne received the Coronation Medal in 2008 and the National Order of Merit Gold in 2016 from His Majesty the King of Bhutan, in recognition of her animal rescue work. Marianne and Hendrik continue to cover all overhead costs personally.

Free-roaming dogs and stray animals in communities and on roads are common sights in Bhutan, but many lack access to basic veterinary care when sick or injured, especially in more remote areas. BARC was established to better provide services to these animals, to increase outreach to those in need, and to promote structural approaches to animal welfare.

BARC tracks concrete annual indicators: animals treated, vaccination coverage, veterinary students trained, percentage of non-grant income, and formal partnerships secured. We review these quarterly and adjust openly when something isn't working — whether that means reallocating resources, renegotiating partnerships, or extending timelines. Transparency with donors about both wins and setbacks is core to how we operate, and we see our collaborations as co-learning processes — spaces to reflect, learn, and adapt together.

BARC's work directly supports two GNH pillars: environmental conservation and the preservation of Bhutanese cultural values, including the Buddhist principle of compassion for all sentient beings. By formalizing partnerships with the Department of Livestock, the Department of Forestry and Park Services, and the College of Natural Resources, BARC is positioning itself to contribute to the 14th Five-Year Plan as a recognized civil society partner in animal welfare and One Health.

BARC focuses on rescue, veterinary care, and rehabilitation for animals in Bhutan — including street and community animals, working livestock, and injured or orphaned wildlife. We do not operate outside Bhutan, and we do not capture or breed wildlife for human entertainment.
Services & Care

BARC provides 24/7 emergency rescue, veterinary surgery and sterilization, intensive care, treatment for infectious diseases, wound management, physiotherapy, rehabilitation, wildlife rescue, vaccination drives, and a permanent sanctuary for animals with chronic conditions. We serve dogs, cats, monkeys, birds, horses, and other wildlife.

BARC operates a 24/7 emergency rescue service that responds to distress calls throughout Bhutan. We rescue injured, sick, and abandoned animals and provide them with veterinary care. For more remote areas of Bhutan, we organize rescue and transport efforts in collaboration with other animal welfare organizations and supporters. Your support can help us to strengthen our rescue services so we can help more animals in need.

In 2025, we treated 1,508 animals, including 301 in-patient animals and 1207 out-patient animals.
BARC currently provides full-time residential care for approximately 230 dogs, 22 cats, 77 macaques, 21 birds, and large animals at our sanctuary facility.

We prioritize returning animals to their communities or rehoming them with loving families once fully recovered. Animals with chronic illnesses or permanent disabilities who cannot be released receive lifelong care and comfort at our sanctuary.

Yes! When you sponsor a BARC animal, your recurring contribution goes directly toward their food, medical care, and daily needs. Visit our Meet the Animals page to learn about the dogs, cats, macaques, and other animals currently in our care. Each animal's profile includes their rescue story and the type of support they need most.
If your sponsored animal no longer needs BARC to live a good life, or if they pass away, we will inform you and give you the option to transfer your sponsorship to another animal in need or redirect your contribution to BARC's general care.

BARC rehomes recovered animals with loving families when possible. Adoption availability depends on the animals currently in our care and their readiness for placement. Contact us to learn about animals available for adoption or to discuss the rehoming process.

BARC provides rescue and treatment for injured wildlife, including monkeys, birds, and other native Bhutanese species that would otherwise be unable to survive without intervention. We currently house 77 macaques and other wildlife at our sanctuary. Our goal is rehabilitation and release when possible, with permanent sanctuary for those who cannot survive in the wild.

Working in Bhutan's mountainous, road-limited terrain means BARC's large-animal capability must be mobile, rugged, and self-contained.
BARC needs large-animal slings and a hoist system for downed cattle and equines, plus rescue gear for steep-terrain incidents — heavy-duty webbing harnesses, A-frame hoists, and winch systems.

Not yet — and it is one of our most pressing capability gaps. Bhutan's terrain means many animals in need of care live hours from Thimphu on roads that become impassable in the monsoon season, so a fully equipped 4WD mobile veterinary unit would dramatically extend BARC's reach into rural communities for spay/neuter campaigns, emergency response, working-animal care, and disease surveillance. Building this capability is a near-term priority, and we are actively seeking funding partners to make it a reality.

BARC cares for the large animals most central to rural Bhutanese life: cattle, yaks, oxen, and horses.

The medical issues we see most often reflect the realities of working animals in mountainous terrain — road-traffic injuries and fractures, hoof and foot problems from rocky trails, harness and saddle wounds, parasite burdens (both internal and external), dental disease in older equines, and abandonment or neglect cases involving malnutrition and untreated chronic conditions. We also respond to emergencies such as falls on steep terrain, predator attacks on grazing livestock, and birthing complications in remote villages where veterinary care is otherwise unavailable.
Center for Animal Happiness

The Center for Animal Happiness is BARC's planned purpose-built facility — an integrated animal sanctuary with full veterinary capabilities and staff accommodations. Designs are complete, construction is expected to begin in 2026, and we are currently raising $277,000 for Phase 1.

You can sponsor an individual animal who depends on BARC for survival, and your sponsorship will cover all of their food, housing, and medical needs for as long as they need us. Volunteering

BARC welcomes volunteers from around the world, especially veterinary professionals who can support our medical programs and animal care operations. We partner with Vets Beyond Borders Australia and Worldwide Veterinary Service for medical volunteers, and remote volunteers can help with communications, grant writing, and development.

On-site volunteers in Bhutan should commit to preferably three months to allow sufficient time for meaningful contributions to our programs and to adjust to the local environment and culture.
Remote volunteers can contribute on flexible schedules based on specific project needs and their own availability. -
BARC especially needs veterinary doctors, veterinary nurses, and veterinary technicians to support our medical programs and animal care operations.
We also welcome remote volunteers to support communications, grant writing, fundraising campaigns, and administrative tasks from anywhere in the world. We regularly need volunteers for specific programs and for operational support. -

BARC's annual financial accounts are independently audited by the Royal Audit Authority of Bhutan, and we have received clean audits on all accounts since 2014.
Since 2023, we have also been undergoing annual organizational performance audits from the Bhutan Civil Society Organization Authority to ensure accountability. -

In 2008, Marianne Guillet received the Coronation Medal from His Majesty the King.
In 2009, Marianne Guillet received the Shining World Compassion Award from Supreme Master Ching Hai in recognition of her dedication to animal welfare.
In 2016, Marianne Guillet received the National Order of Merit Gold from His Majesty the King. This is the highest civilian medal for service to the nation.

Leadership

BARC is governed by a Board including President Marianne Guillet, Treasurer Hendrik Visser, Executive Director Kinlay Gyaltshen, and board members Ms. Yeshey Choden, Ms. Peldon Tshering, and Mr. Thinley Dorji. Day-to-day operations are led by the Executive Director.

All BARC Board members conduct office and operational work without compensation, volunteering their time and expertise to support our mission. Founders Marianne Guillet and Hendrik Visser go further by personally covering all overhead expenses, which means 100% of donor contributions go directly to animal care, medical treatment, and sanctuary operations.
